He declaimed with absolute solemnity: "They also serve who only stand and wait." Such reverence is hard to imagine now for one of the most reviled symbols of modern life. Like most people, I've long harboured a dislike of these pieces of street furniture, which silently, relentlessly take my cash. (It is not surprising that Ken Grange, who designed the first British parking meter, says he never mentions his achievement at parties.) So news of its forthcoming extinction in parts of London should be greeted with joy. But having made a programme about the history of the meter for Radio 4, I'm now not so sure. The parking meter was born in July 1935 in Oklahoma. Conceived by Carl Magee, a local newspaper editor who sat on the chamber of commerce, it was intended to solve the problem of oil workers' cars clogging up the city centre. The simple wind-up, coin-operated device that Magee proposed stayed in use for more than 40 years, even though the shell was reportedly cobbled together by a plumber over a weekend. There was ambivalence towards the device from the outset. While Magee was happy to pose for photographs with his invention, the then mayor of Oklahoma City refused, vehemently denying any responsibility for the new beast. Then, the day after the meters were installed, a local lawyer, Ed Butterfield, took out an injunction against the first 130, forcing their use to be suspended for a week. Clive Baker, now a senior lecturer in business strategy at Southampton University, recalls that when parking meters were introduced in Britain, they were welcomed – but not for long. As a local government traffic engineer, he recalls that coins wrapped in paper or bits of folded matchboxes were commonly used to jam them. Then, in the 1967 film Cool Hand Luke, Paul Newman's character goes to prison for the crime of knocking the heads off parking meters, and Baker recalls that it caused a wave of copycat meter decapitations. This wasn't the only attempt to disable the machines. The Sussex town of Lewes is known for its tradition of burning a public hate figure on its November 5 bonfire. By the 1990s, residents were giving similar treatment to parking meters, blowing them up with fireworks. To date, vandals have caused £300,000 of damage. Meanwhile in central London, as the 21st century began, turf wars developed during which rival Albanian gangs fought for the control of keys to sets of meters. Oliver Finegold of Westminster Council says that by 2007, Westminster was losing up to £120,000 per week to these thieves. Since then, the councils have struck back. In Lewes, the answer was '"intelligent" meters, which use technology similar to that found in home burglar alarms to trigger an alert to let the base know if a machine is under attack. However, Alasdair Gilchrist of Westminster council has come up with a more radical solution: taking out all the meters. So the very council that introduced the parking meter to this country is striking its death knell. Approximately 3,500 meters have been uprooted from central London. Of the 800 left, all will be gone by early next year, replaced by chip and pin and mobile phone technology instead. Groups of parking bays now feature a sign with a code that drivers must text in, along with their credit card details. There are advantages, says Gilchrist. You no longer have to load your pockets with change, and if a meeting runs over it's easy to text in an extra payment to extend the time. But Lancaster University's digital culture academic, Charlie Gere, fears that these changes represent a sinister shift – one first identified by the late French philosopher Gilles Deleuze. Seen through Deleuzian spectacles, the parking meter is symptomatic of a "disciplinary society", in which we are required to pay for a particular space that we can actually see. Yet, once we have to text in our payments instead, we are in a Deleuzian "society of control", where an act of parking on the ground has implications in cyberspace. Councils can pass information about us to other councils – for example, we could be stopped from parking in Glasgow if we default on a payment in Penzance. Added to that, not everyone has a mobile phone; Gere claims the new scheme creates an underclass, the process by which the world splits between digital haves and have-nots. More practically, in most parking meters, at least there are two minutes' leeway built in before the red penalty flag goes up. Perhaps we have been too hasty to smash up this disliked piece of machinery. Homeless people flocking to support facilities after losing jobs+
TOKYO, Dec. 29 (AP) - (Kyodo)A total of 2,523 people were living at the 30 support facilities for the homeless in Tokyo and eight major cities as of the end of November, up 15 percent from the same time last year, a Kyodo News tally showed Monday. The number of people taking refuge at these shelters and rehabilitation facilities has increased as many temporary and day workers are losing their jobs amid the economic downturn. Among these locations, 994 homeless people were at facilities in Osaka, up 9 percent from 908 last year, 701 in Tokyo, up 33 percent from 527, and 268 in Nagoya, up 86 percent from 144. Local governments are having a hard time handling the situation as occupancy rates at these facilities have grown to 71 percent from last year's 62 percent. Many people working on loan from temp staff agencies have lost their jobs and places to live after being kicked out of their dormitories. Some homeless people have moved to these major cities from municipalities without such support facilities. The number of homeless people taking shelter has particularly surged in Nagoya since the fall. Meanwhile in Tokyo, the downward trend in the homeless population that had continued for two years until the fall of last year has now turned into an increase, with the figure growing rapidly since the spring. An official of a support facility in Tokyo expressed concern that the facility may not be able to accept applicants anymore if the number of users continues to surge at the current pace. In Yokohama, Kanagawa Prefecture, where the number of facility users has remained at the same level as last year at about 200, the proportion of younger people in their 30s and 40s at the facilities has increased.

Man moves into family's attic and helps himself to their things
Stanley Carter surrendered on Friday after police took a dog to search the home in Plains Township, about 100 miles north of Philadelphia. He was charged with several counts of burglary, theft, receiving stolen property and criminal trespassing."When he came down from the attic, he was wearing my daughter's pants and my sweat shirt and sneakers," Stacy Ferrance said. "From what I gather, he was helping himself to my home, eating my food and stealing my clothes."The 21-year-old had been staying with friends, who are neighbours of the Ferrance family, police said. He apparently entered the shared attic through a trap door in a bedroom ceiling.Mr Carter went missing on Dec 19 and his friends filed a missing person report a few days before Christmas.Mrs Ferrance said she had heard noises but thought they were caused by her children. She notified police on Christmas Day when cash, a laptop computer and an iPod disappeared, then called police again the next day when she found footprints in her bedroom closet, where the attic trap door is located.Mr Carter kept a list of everything he took, said Plains Township police officer Michael Smith."When we were going through the inventory of what he did take, we found a note labelled 'Stanley's Christmas List', of all the items he had removed from the residence and donated to himself," Mr Smith said.Mr Carter was in jail Sunday at the Luzerne County Correctional Facility with a preliminary hearing set for Jan 5.

Some travelers spend night at O'Hare, roads slick
CHICAGO (AP) - Christmas Day was the second morning Tom and Kristina Waltz and their two daughters awoke at O'Hare International Airport, after days of flight delays and cancellations that marred their holiday travel plans. The family from Vancouver, Wash., tried to fly out of Portland, Ore., on Sunday, but a blast of snow and ice kept them from getting a flight for two days. They finally reached Chicago, but then were stuck spending two nights at a hotel inside O'Hare, unlike others who had to sleep on floors and cots in the terminal. They were eager for Thursday evening flight to Miami, where they planned to catch a Caribbean cruise on Saturday. "We are checked in" for the flight, Kristina Waltz, a teacher, said Thursday morning. "We'll go into the airport, have some lunch and play cards some more." No new delays or cancellations were reported Thursday at either O'Hare or Chicago's Midway International Airport, said Department of Aviation spokesman Gregg Cunningham. On Wednesday, more than 100 flights were canceled at O'Hare, the nation's second busiest airport, as airports across the country recovered from winter storms. One American Airlines plane left a gate at O'Hare but hit an icy patch while turning onto a runway and slid sideways into the grass. There were no injuries, but the 54 passengers had to be put on other Christmas Eve flights. Though cancellations dropped off from more than 500 a day earlier and delays were shortened to about 30 minutes, airlines at O'Hare still requested 75 cots for passengers Wednesday night, said Greg Cunningham, a Chicago aviation department spokesman. Some people slept on the floor. The temperature outside the terminal fell to zero, with a wind chill of 9 below, the National Weather Service said. Nationwide, at least 30 people were killed Tuesday and Wednesday in crashes on rain- and ice-slickened roads, many in the country's midsection. The National Weather Service posted winter storm warnings and advisories for large parts of the West on Christmas Day. A blizzard warning for the San Juan mountains in southwest Colorado warned that as much as 3 feet of snow was possible. In California's Sierra Nevada, heavy snow shut down an 80-mile stretch of Interstate 80 on Christmas Day, with westbound traffic halted at the Nevada line and eastbound travelers stopped at Applegate, Calif. Lake Tahoe ski resorts reported more than 2 feet of snow overnight. In northern Nevada, travel restrictions were in effect on I-80 mountain grades. Washington Gov. Chris Gregoire declared a winter storm emergency Wednesday as city and county officials struggled to keep up with record or near-record snowfall amounts in 30 of the state's 39 counties. Temperatures rose and light rain fell across the western part of the state Wednesday night, melting some of the ice on roads, but forecasters said 2 more inches of snow was likely in the Seattle area on Thursday. Up to 18 inches of snow was possible in the Cascades; in the eastern half of the state Spokane, expected 5 to 7 inches of new snow atop a heavy layer that accumulated during weeks of storms. In Portland, Ore., a snowstorm forecasters called the worst since 1980 turned to rain on Wednesday, after bringing a foot or more of snow to the northern end of the Willamette Valley. Amtrak also reported improvement Wednesday. Trains out of Chicago and elsewhere were leaving on timeor relatively close to itunlike Tuesday when several trains were canceled and some 600 furious travelers waited for up to 22 hours for delayed trains at Chicago's Union Station, spokesman Marc Magliari said. On Wednesday, an avalanche in the Rocky Mountains killed two snowmobilers in northern Utah. The Utah Avalanche Center warned people not to venture into the backcountry. Police: Dallas shooting suspect is ex-Utah trooper
DALLAS (AP) - A man suspected in a series of rush-hour shootings near Dallas is a former Utah state trooper wanted on burglary and robbery warrants who apparently shot himself after a standoff with police, authorities said Tuesday. Brian Smith, 37, killed at least one of the victims of Monday's shootings, police Lt. Craig Miller said. Investigators linked Smith to a killing in Dallas by matching the bullets found at the standoff, he said. "We feel safe in saying (Smith) ... was the shooter," Miller said. Dallas police declined to comment on a second death in neighboring Garland, where the standoff took place, because it was out of their jurisdiction. Garland police spokesman Joe Harn said his department has not been able to make a definitive connection between Smith and the killing there, but he acknowledged that Smith fit the description of the highway shooter: a balding, 40ish white man. "We certainly hope it is him," Harn said. "But we are going to have to see more concrete evidence." Two people were shot and killed and another was injured by broken glass in four shootings along or near a Dallas-area highway Monday evening. Police believe the victims were selected at random. Smith was in critical condition Tuesday night at a Dallas hospital from a self-inflicted gunshot wound. Police said he shot himself in the head early Tuesday morning after a brief standoff more than six hours after the shooting spree ended. Smith had been a Utah state trooper since 1996 but retired in May because of "personal issues," said Sgt. Jeff Nigbur, a spokesman for the Utah Department of Public Safety. The crime spree appears to have begun in Garland, where a man police identified as Smith jumped over a pharmacy counter at a grocery store and stole OxyContin pills. Minutes later, the first shooting happened in Garland when a driver pulled up alongside a small Nissan stopped at a red light and began shooting, Harn said. The Nissan's driver, 20-year-old Jorge "George" Lopez of Rowlett, was killed. Minutes later on the same highway, a gunman shot and killed 42-year-old William Scott Miller, the driver of a United Van Lines rig, Miller said. Police said the driver, who was about to fly home to his wife and two young daughters in Frankfort, Ky., for the holidays, was able to bring his truck safely to a stop before he died. "The act he did in and of itself I consider to be heroic," Miller said. "Despite being mortally wounded, he was able to control his rig to the point where other drivers weren't injured." After the shooting of Miller, another semitrailer was fired upon a half-mile away on the same interstate. The driver, 46-year-old Gary Roberts, was injured by debris and glass but not struck by any bullets. His right eye was hit by shattered glass and he needed several stitches in his fingers, said Bedford Wilhite, who works with Roberts at Dugan Truck Line. Roberts is home recuperating after being treated at a hospital, Wilhite said. Army captain launches coup in Guinea after president's death
An army captain seized on the death of Guinea's strongarm president Lansana Conte to launch a coup attempt Tuesday and suspend the West African nation's constitution. Conte , who ruled the impoverished but mineral-rich country with an iron fist for 24 years after also taking power in a coup, died late Monday after "a long illness" aged 74, state television announced. In the hours after his death, army officers summoned government ministers and other senior officials to a military base "to guarantee their security," according to a statement read out on state radio. The officers ordered the population to "stay at home and refrain from all acts of vandalism and looting" and said a military-civilian council has "taken effective power" after Conte's death. Captain Moussa Dadis Camara, who was head of the military's fuel supplies unit, said on state radio that the constitution has been suspended and all state institutions dissolved to be replaced by a "consultative council". "The institutions of the republic have shown themselves to be incapable of resolving the crises which have been confronting the country," Camara said on Radio Conakry only hours after Prime Minister Ahmed Tidiane Souare had appealed for "calm and restraint" and for the army to help keep the peace. Camara said the country was in a state of "deep despair" and it was vital that there was an upturn in the economy and more was done to combat corruption. "Guinea celebrated the 50th anniversary of its independence on October 2 classified as one of the poorest countries on the planet," he said. "With our vast natural resources, Guinea should be much more prosperous." Camara said rampant corruption, a culture of impunity and "unparalleled anarchy in the state apparatus" had triggered an "economic catastrophe which has been particularly harsh for the vast majority of Guineans." It was not immediately clear whether Camara was speaking on behalf of the army's high command or a merely one of its factions. The African Union said it was "keenly monitoring" developments in Guinea. "We pay homage to the memory of the departed head of state, but we are preoccupied and keenly following this development and the succession of president Conte," the AU's Peace and Security Commissioner Ramtane Lamamra told AFP. "We urge all the political and other state institutions in Guinea, especially the armed forces, to ensure a constitutional, peaceful and consensual transition that respects democratic order." The national assembly speaker had earlier asked the president of the supreme court to declare the presidency vacant and to apply the constitution, which stipulates that the speaker of the assembly takes over temporarily and has to organize a presidential election within 60 days. In power since 1984, Conte was a chain smoker who suffered from chronic diabetes and was at one time diagnosed with leukemia. A career soldier, he had relied on the army along with his clan to bolster his political and economic authority since he took power in a coup in April 1984 a week after the death of Guinea's first president, Ahmed Tidiane Souare . In recent years social tension and criticism of his regime had become increasingly open but the self-styled man of the people was more than willing to use the army to put down discontent. "I am the boss, others are my subordinates," he told AFP in an interview last year. Asked who might one day replace him, Conte replied: "There is no question of transition." In early 2007 big demonstrations hostile to the regime and the "predators of the national economy" were brutally suppressed: at least 186 people were killed. This November at least four people died when demonstrations shook the suburbs of Conakry, with security forces firing live ammunition, according to Human Rights Watch. Non-governmental organisations have frequently hit out at the "calamitous" management of Guinea, a country of nine million people which is riddled with corruption and rated as one of the world's poorest countries despite potential riches including bauxite, iron, gold and diamonds.

Chicago sheriff baits fugitives with holiday ruse
CHICAGO (AP) - The sheriff's office in Chicago has arrested more than 60 fugitives with a net of holiday cheer. Cook County Sheriff Tom Dart said Sunday that the suspects were invited to take a retailers' survey for holiday shoppers at a hotel earlier this month. Participants who brought along a scratch-off card that was included with the survey were promised at least $500. Those who showed up were taken into custody. One man who arrived with marijuana in his pocket was charged with possession on top of his previous charges. The fugitives had warrants for crimes including forgery and aggravated battery.

The Plain English Campaign (PEC) says too much food is dressed up with "pointless and meaningless waffle".Campaign officials criticised food advertising after examining descriptions of supermarket chickens and eggs - plus a selection of other foods."The language used to describe food has become comical and the consumer pays for it," said a spokeswoman."Much of it is gobbledegook - the appropriate term is probably 'gobble-gobbledegook' given the season."We're not asking which came first, the chicken gobbledegook or the egg gobbledegook, but we'd like it to stop."The PEC, which regularly highlights the use of gobbledegook and in April criticised police chiefs for talking 'ploddledegook', says many descriptions give shoppers no help in deciding what to buy."We've found 'all butter mince pies', chickens which lived in 'small mobile arks' or 'spacious barns with windows to allow ample daylight and straw bales to perch on'," said the spokeswoman."What does any of it mean and how does it help people make decisions about which food to buy for Christmas What on earth is a 'small mobile ark' and how can a mince pie be 'all butter' "She added: "Food can't be just food anymore. We have to be given the impression it's 'more than just food'. It's not an egg - it's an egg laid by a hen which had 'freedom to roam in barns and a cereal-based diet'."We doubt that any shopper actually reads it. It's gloss dreamed up by advertising agencies who are writing to entertain each other. It's another pointless kind of packaging."Chicken is a description of a chicken. Mince pie is a description of a mince pie. Illinois governor vows to stay in office, fight
CHICAGO (AP) - Facing federal corruption charges that threaten to end his political career, Gov. Rod Blagojevich has made clear to the world what those close to him know well: He's not one to be easily fazed. "I have done nothing wrong. And I'm not going to quit a job that people hired me to do because of false accusations and a political lynch mob," a composed yet combative Blagojevich said Friday, addressing the public for the first time since his arrest 10 days earlier. "I will fight. I will fight. I will fight until I take my last breath," Blagojevich said. He took no questions from reporters and immediately left the room after wishing his listeners, "Merry Christmas, happy holidays." The 52-year-old Democrat's uncompromising pledge comes as little surprise to those who know him, but doesn't necessarily resonate. "I just think that he is living in an alternate reality right now," state Sen. Christine Radogno, a suburban Chicago Republican said earlier Friday. "I don't think he's being realistic, probably even with himself, with respect to how much trouble he's in so he's just carrying on with what's worked for him before." Blagojevich is charged with scheming to sell President-elect Barack Obama's vacant Senate seat for big campaign contributions or a lucrative job for himself. Prosecutors built their case on Blagojevich's wiretapped conversations. "I'm here to tell you right off the bat that I am not guilty of any criminal wrongdoing, that I intend to stay on the job, and I will fight this thing every step of the way," Blagojevich said. Acknowledging his political isolation, he recited the opening lines of the stirring poem "If" by Rudyard Kipling: "If you can keep your head when all about you are losing theirs and blaming it on you ..." What he hopes to accomplish by staying in office appears unclear. Blagojevich appears to have no political support, the Illinois House having voted 113-0 last week to assemble an impeachment committee, and his ability to govern has been crippled. Still, following his appearance, Blagojevich issued 22 pardons. Aides wouldn't provide any information about why he granted the pardons, or what crimes the people were accused of committing, but the move served as reminder of the governor's authority. Republican state Sen. Dale Righter said that if Blagojevich manages to escape impeachment, his governing will be limited to signing legislation, directing his agencies and other "housekeeping stuff." Blagojevich will not be able to work with lawmakers or energize the public to support his ideas, Righter said. "Is this governor finished as a leader I don't think there's any question about that," he said. "I don't think the instrument has yet been invented that can measure how little credibility he has." After the speech, disappointed Republicans argued that if Blagojevich cannot be dislodged right away, he should at least be disarmed. They called on the Democrats in the Legislature to hold a special election to fill the Senate seat, stripping Blagojevich of the power to make the appointment. "Anything short of resignation today from the governor was unacceptable," said Illinois GOP chairman Andy McKenna. Democratic Lt. Gov. Pat Quinn pleaded with Blagojevich to step aside under a constitutional provision that allows him to keep his title but give his duties to an acting governorwhich, under the rules of succession, would be Quinn. "Our state cannot wait while the chief executive battles in the court of law while we have so many issues affecting safety and welfare of the state of Illinois," Quinn said. Even before the speech, Blagojevich's lawyer, Ed Genson, a hard-charging Chicago criminal defense attorney, had made it plain the governor would not go down without a fight. Genson challenged the Illinois House impeachment committee at every turn this week, arguing that the wiretaps were illegal, accusing some of the panel members of having already made up their mind, and complaining that Illinois law does not spell out the grounds for impeachment or what evidence should be considered. "He'll worry about the criminal part, the governor will continue to govern," said another Blagojevich attorney, Sam Adam Jr. The impeachment panel wants federal prosecutors to release details of their probe of Blagojevich, including copies of the taped conversations, and give the Legislature some guidance on who can be called as a witness without compromising the federal case. Blagojevich, a former boxer, has for years cultivated an image as a fighterdating back to his youth, when he trained for the Chicago Golden Gloves. During his first campaign for governor in 2002, Blagojevich and his aides would sum up each day's success in boxing terms: 10-10 for a draw, 10-9 a win, 10-8 a decisive win, a knockdown, and so on. Once in office, he earned a reputation for publicly sparring with everyone from his Chicago alderman father-in-law to the powerful Democratic House speaker. "Now I know there are some powerful forces arrayed against me," Blagojevich said Friday. "It's kind of lonely right now. But I have on my side the most powerful ally there is, and it's the truth. And besides, I have the personal knowledge that I have not done anything wrong."

By Mike Pflanz in Nairobi Last Updated: 11:00AM GMT 18 Dec 2008 Bagosora was the first to have been charged with plotting genocide by the tribunal Theoneste Bagosora, a former army colonel, is easily the highest profile member of Rwanda's former ruling elite so far to be convicted by the international tribunal set up to prosecute the masterminds of the killings. Prosecutors had said that he and three other senior military allies had conspired together to "work out a plan with intent to exterminate the civilian Tutsi population and eliminate members of the opposition". Bagasora denied all the charges, and at one point during his five year trial said, "I do not believe in the genocide theory". However, judges at the International Criminal Tribunal for Rwanda, which sits in the Tanzanian town of Arusha, yesterday convicted him of "genocide crimes, war crimes and crimes against humanity". The 67-year-old will serve a life sentence, the judges said. He is the first of 34 people who have appeared before the tribunal to be charged with actually plotting the genocide, rather than simply carrying out orders once the killings had started. Prosecutors said that he led Rwandan army soldiers and their allied civilian Interahamwe militia who launched the genocide and encouraged others to help carry out the massacres. He supplied many of them with weapons and machetes, prosecutors said. According to court papers, Bagosora stormed out of peace talks held four years before the genocide started, shouting that he was returning to Rwanda to "prepare the apocalypse". He was described by the former UN military chief in Rwanda, Gen Romeo Dallaire, as the "kingpin" of the genocide. Bagosora's lawyers had tried to argue that prosecutors had not adequately proven that the killings were well planned, and so had not met the legal definition of genocide. His three other military allies, Lt-Col Anatole Nsegiyumva, Brig Gratien Kabiligi and Maj Alloys Ntabakuze, are all awaiting verdicts in their cases later on Thursday. More than 800,000 Tutsis and moderate Hutus were butchered, mostly with machetes and clubs, in less than 100 days by hardline Hutus following directions from a clique close to the former president, Juvenal Habyiramana.

However this summer the baby beaver, known as a kit, was found badly injured at just a few weeks old. Despite the fact that a beaver had never been hand-reared in Britain, wardens at the Wildfowl and Wetlands Trust in Martin Mere took the kit out of the enclosure for intensive daily veterinary care. A specially-designed enclosure was built by a pond to mimic the conditions of a beaver's lodge, complete with straw and cuddly toys. The kit was fed on sweetcorn and sweet potato. He has now finished a five-month course of antibiotics. In fact, the kit has recovered so well he is the star of his own show via a live camera link to his enclosure and will be named soon as part of a public competition. Eventually he will be released into a larger enclosure with other beavers. Centre Manager, Andy Wooldridge, said it was the first time a baby beaver has been hand-reared in the UK. He said: "Finding baby beaver was a real surprise for us and it is a credit to our aviculture staff that they have nursed him back to health with such limited knowledge of beaver treatment available to us. "We are delighted with his progress and it is a joy to see his character develop. "The fact that he appears to be making a good recovery is a real Christmas treat for all the staff that have looked after him and we are looking forward to sharing this experience with our visitors." Beavers have been extinct from the UK for 400 years. Re-introduction programmes are currently running in England and Scotland.

The Counterflow Effect

Ireland (Press Release) December 16, 2008 -- With the end of the year approaching, company owners are busy studying their balance sheet and analysing their business financial performance for 2008. Of course, the bigger economic picture must be taken into account: the recession has been one of the hottest topics on newspaper pages and political debates this whole year. According to an estimate calculated by think tank NIESR (National Institute of Economic and Social Research), gross domestic product dropped by 1% in three months to November, following a 0.8% fall in three months to October.
Even if the Government puts in place its £20bn bail out to try and rescue the country from a sharp and prolonged recession, it seems likely that the situation will worsen during 2009. Kate Barker, one of the Bank of England s most experienced interest ratesetters, believes that the situation will not stabilize until the end of next year, even though the BoE s Monetary Policy Committee has cut interest rates by a total of 3% in the space of two months.
On Tuesday, the Office for National Statistics reported that industrial output dropped by 1.4% in October: one of the worst performances since the Second World War. The ONS registered a downward trend that has now been going on for eight successive months, with an annual rate of decline at 5.2%, which is expected to deteriorate further. If the current prediction turns out to be correct, in 2009 the rate of decline will reach its worst figure since 1945: more than 7%. As a consequence, analysts are revising the scale of the recession currently facing the country and the entire world. A suffering industry means pessimism, joblessness and home repossessions.
However, company owners are not a passive element in the equation. Instead of sitting and waiting for the Government to fix the recession, they are working hard to find a way to face and eventually overcome the current circumstances. One of the most significant trends that has emerged as a consequence of the credit crunch is the trade of industrial equipment on the used market. Buying used trucks, diesel engines and rollers allows businesses to perform a full asset upgrade whilst keeping costs down. At the other end of the deal, the sale of an underused loader, shredder or tractor can save companies a sizeable amount of money in storage and depreciating costs. Spending limited budgets in a smart way is always a winning strategy for struggling companies.

Iraqi minister hails Japan's airlift mission, seeks investment+
BAGHDAD, Dec. 16 (AP) - (Kyodo)Iraqi national security affairs minister Shirwan al-Waili on Monday expressed Iraq's appreciation for the Japanese Air Self-Defense Force's airlift mission over the last four years and nine months. At the same time, he called on Japanese companies to invest in Iraq. He made the remarks in reaction to the start of the pullout of the ASDF's transport unit from Kuwait following the completion of its Iraqi airlift mission late last week. The minister of state for national security affairs said the Iraqi air force has begun monitoring and other activities in the area of law and order. "Iraq has entered the stage of development and investment," he said. "Iraq needs investment by Japanese companies."

Woman accused of biting man at NY basketball game
ROSLYN, N.Y. (AP) - A woman has been charged with biting a security officer who was trying to break up a crowd at a Long Island high school basketball game. Nassau County police say the 20-year-old Roslyn Heights resident bit the man on his arm and leg at the Roslyn High School game on Thursday night. They say another person punched the man in the head. The man's beating caused bruising and swelling. But the man refused medical attention at the scene. The woman accused of biting him was arrested and arraigned Saturday. She's charged with assault. The person who punched him in the head is being sought.

By Tim Shipman in Washington Last Updated: 11:04PM GMT 13 Dec 2008 President-Elect Barack Obama has promised to come down hard on any sign of corruption Photo: AP The threat of the sack is hanging over the heads of senior members of his White House team embroiled in the case of Illinois Governor Rod Blagojevich, who is under investigation for allegedly trying to sell Mr Obama's vacated senate seat to the highest bidder. A senior Democratic source, who is close to members of Mr Obama's team, told The Sunday Telegraph that the President-Elect made clear early in his presidential "transition" following victory on Nov 4 that he would remove anyone, no matter how senior, if they fail to live up to his promise to change "the old politics". Insiders believe that the pledge - which suggested Mr Obama is sensitive about his and his senior advisers' long association with cut-throat Chicago politics - may now be put to the test. Pressure is growing on Mr Obama to come clean about links between his staff and Mr Blagojevich, who was caught on tape by the FBI plotting to swap campaign cash and jobs for himself and his wife for political favours. The Democratic strategist told The Sunday Telegraph: "Obama made it clear straight after the election that he is not frightened to throw people under the bus if they drag his brand name down. "It doesn't matter how big you are, if you mess up, you're out. But it's easier to say than to stick to. There are grey areas here. This could be a test of his ruthlessness." On Thursday Mr Obama made clear that he would regard any breach of his ethics by staff as "a violation of everything that this campaign has been about." He added: That's not how we do business." Attention is now focused on Rahm Emanuel, Mr Obama's incoming White House chief of staff, who took over Mr Blagojevich's congressional seat when he became governor in 2003. It is understood that Mr Emanuel spoke to Mr Blagojevich on several occasions about his plans for appointing a successor to Mr Obama in the Senate, shortly before Mr Obama's preferred successor Valerie Jarrett dropped out of the running and took a senior White House post instead. Mr Obama has said he is confident that none of his staff were involved in any "deal" with the Illinois governor, but that does not mean that Mr Emanuel was unaware of Mr Blagojevich's desire for rewards. He could be in hot water if he did not report those conversations to the police. The scandal has gripped the political elite as Washington searched for clues about whether the Texas swagger of the Bush administration will be replaced with an equally aggressive Chicago culture when Mr Obama is sworn in next month. It has also reopened scrutiny of Mr Obama's own, at times murky, links with the Democratic machine politics in a city where a B-movie cast of shake down artists, with their "pay to play" backhanders, have sustained the city's reputation as a political cesspool since the says of Al Capone and prohibition. Mr Obama entered what he confessed was a "boneheaded" property deal with Antoin "Tony" Rezko, a close associate of Mr Blagojevich, and a donor to both men, who is still awaiting sentence after being convicted of fraud and bribery earlier this year. The Blagojevich scandal raised three key issues for Mr Obama: were he and his staff involved Are they and he tainted by the system in which they earned their spurs And would they safely navigate his first political crisis The President-Elect has not fully convinced on any one of those three questions. Mr Obama's personal integrity got a boost since on the FBI tapes Mr Blagojevich is heard complaining that Obama's people "are not willing to give me anything, except appreciation." But his political judgement came in for criticism with his tentative, defensive and secretive response to the scandal. Mr Obama initially issued a vague and tepid response expressing sadness at the events, a contribution wildly out of step with public outrage. It took him a day to call for Mr Blagojevich to resign. It was not until Thursday afternoon that he pledged to make public any links between his aides and Mr Blagojevich. The same approach - tepid statements of regret that only became decisive action after overwhelming public disgust - was evident in the way Mr Obama dealt with the hot headed outbursts of his former pastor Jeremiah Wright earlier this year. Stephen Hayes, of the Weekly Standard magazine, said: "As president you often don't have the time to recalibrate. You have to come out with the right response first time." American commentators compared Mr Obama's pledge to clean up politics with Tony Blair's promise his administration would be "whiter than white", a pledge soon undermined when New Labour did favours for the Formula One chief Bernie Ecclestone after accepting a £1 million donation. Jim Nuzzo, a former political adviser to the first President Bush, told The Sunday Telegraph the Blagojevich affair would change public perceptions of Democrats after a decade of Republican sex and corruption scandals. He said: "It got into peoples' psyches that Republicans were drowning in sleaze, that they had lost their moral bearings. But this gives the media the green light to go after Democrat sleaze which they were reluctant to do during the election. "There is an obvious parallel with Britainwhere voters grew tired of sleaze under John Major's administration and turned the page to Blair. Then the sleaze allegations against New Labour helped David Cameron." Mr Obama will struggle to escape the taint of Illinois, where he served his political apprenticeship, and was not above playing hardball with rivals. When he ran for the Senate, both his major Democratic and Republican rivals dropped out after leaked revelations about their private lives, which many believe had the fingerprints of David Axelrod, Mr Obama's chief strategist, on them. Mr Blagojevich is the sixth Illinois governor to be arrested or indicted for corruption. Three of the last eight have served jail time. His predecessor, George Ryan, is still serving a six year sentence for 18 counts of racketeering conspiracy, mail fraud, tax fraud and lying to the FBI. Cindy Canary, director of the Illinois Campaign for Political Reform, told The Sunday Telegraph: "That was good old fashioned kind of corruption, spreading the perks of office, helping your friends get contracts and line their pockets. This is a completely different order. It's unbridled greed." But she insisted Mr Obama was clean. "I've known Barack Obama since before he went into the Illinois Senate," she said. "In Illinois politics, you have two groups; the good ole boys network, who play fast and loose with the rules and the goodie-goodies who can never pass any legislation because they don't play the game. "Obama is one of the few politicians I have ever met who could walk a path down the middle and be cordial to both groups without ever letting go of his integrity." But whatever the outcome of the Blagojevich affair, there is already a sense that its proximity to Mr Obama and his unsure response to it has made him vulnerable to future scandals. David Gergen, who has advised four presidents, said: "I think it removes one of the coats of armour that Barack Obama was bringing into the presidency." ENDS

Yankees, pitcher A.J. Burnett reach 5-year deal
NEW YORK (AP) - The New York Yankees reeled in another pitcher with a rich offer, reaching agreement with free agent A.J. Burnett on a five-year contract Friday. CC Sabathia and the Yankees made a deal for $161 million over seven years on Wednesday during the winter meetings. But after missing the playoffs following a 13-year run, the Yankees again showed they were more than willing to shell out big bucks for pitching. FoxSports.com and ESPN.com reported Burnett's deal was worth $82.5 million. Burnett's agreement was confirmed by the office of his agent, Darek Braunecker. Burnett won 10 of his last 12 decisions and finished 18-10 with a 4.07 ERA for Toronto. He set career highs in wins, strikeouts (231) and innings (221 1-3). The 31-year-old righty was especially sharp against the Yankees, going 3-1 with a 1.64 ERA in five starts. Burnett, however, has been plagued by injuries over the years. Atlanta was among the teams that also pursued Burnett. With the Yankees and their $1 billion-plus new ballpark, he would join a rotation that includes Sabathia, Chien-Ming Wang and Joba Chamberlain. Wang was hurt for most of this season and Mike Mussina retired after winning 20 games. Andy Pettitte remains in the mix, if he and the Yankees want to work out a deal for him to return.

KOBE, Dec. 11 (AP) - (Kyodo)Vissel Kobe have signed a provisional contract with Brazilian Caio Junior as their new coach to replace Hiroshi Matsuda, the J-League first-division club said Thursday. Caio Junior was fired by Brazilian club Flamengo earlier in the week after the club missed out on a place in South America's Libertadores Cup. The 43-year-old is expected to sign a multiyear contract with Kobe, who had set their sights on a top-five finish this year but ended in 10th spot in the 18-team table.

Barack Obama's energy and environment advisers 'revealed'

Mr Daschle was widely anticipated to be presented as the nominee for health and human services secretary, after the former South Dakota senator was confirmed last month by Democratic officials to be Mr Obama's pick for the job.Mr Daschle, 61, will be tasked with shepherding health care reform legislation through Congress in line with Mr Obama's campaign vow to revamp the US medical system to help 45 million Americans who now lack health insurance.The last major health care reform attempt by a Democratic president, piloted by Hillary Clinton during her husband Bill's administration, ended in a notorious failure.Mr Obama, who takes office on January 20, is also likely to face questions on Thursday about Illinois Governor Rod Blagojevich after the politician's arrest on an array of corruption charges.The president-elect called on Wednesday for Blagojevich to resign after the governor was accused, among other counts, of conspiring to sell off Obama's vacated Senate seat to the highest bidder.

Obama works to distance himself from Ill. governor
WASHINGTON (AP) - Though Barack Obama isn't accused of anything, the charges against his home-state governorconcerning Obama's own Senate seat no lessare an unwelcome distraction. And the ultimate fallout is unclear. As Obama works to set up his new administration and deal with a national economic crisis, suddenly he also is spending time and attention trying to distance himself from Illinois Gov. Rod Blagojevich and charges that the governor was trying to sell the now-vacant Senate post. The president-elect was blunt and brief in addressing the case on Tuesday: "I had no contact with the governor or his office, and so I was not aware of what was happening" concerning any possible dealing about Blagojevich's appointment of a successor. It's Obama's first big headache since his election last month, and Republicans were anything but eager to let it go away. Said Rep. Eric Cantor of Virginia, the new GOP House whip: "The serious nature of the crimes listed by federal prosecutors raises questions about the interaction with Gov. Blagojevich, President-elect Obama and other high ranking officials who will be working for the future president." Added Robert M. "Mike" Duncan, chairman of the Republican National Committee: "Americans expect strong leadership, but President-elect Barack Obama's comments on the matter are insufficient at best." In Chicago, U.S. Attorney Patrick Fitzgerald said prosecutors were making "no allegations" that Obama was aware of any scheming. And Blagojevich himself, in taped conversations cited by prosecutors, suggested that Obama wouldn't be helpful to him. Even if the governor was to appoint a candidate favored by the Obama team, Blagojevich said, "they're not willing to give me anything except appreciation." The two Illinois politicians have never been especially close and have largely operated in different Democratic Party camps in the state. Blagojevich's disdain for Obama was clear in court documents; he is quoted as calling the president-elect a vulgar term in one phone conversation recorded by the FBI. Still, at the very least, the episode amounts to a distraction for Obama at an inopportune time just six weeks before he's sworn into office. It also raises the specter of notorious Chicago politics, an image Obama has tried to distance himself from during his career. There were signs the continuing investigation could still involve him. His statement that he didn't have contact with Blagojevich about the Senate seat seems to conflict with that of top adviser David Axelrod, who told Fox News Chicago on Nov. 23: "I know he's talked to the governor, and there are a whole range of names, many of which have surfaced, and I think he has a fondness for a lot of them." Obama transition officials say Axelrod misspoke. It also appears that Obama friend Valerie Jarrett, an incoming senior White House adviser, is the person referred to repeatedly in court documents as "Candidate 1." That individual is described as a female who is "an adviser to the president-elect" and as the person Obama wanted appointed to the Senate seat. Court papers say that "Candidate 1" eventually removed "herself" from consideration for the Senate seat. In a Nov. 11 phone conversation with an aide, Blagojevich talked at length about "Candidate 1" and said he knew that Obama wanted her for the open seat but "they're not willing to give me anything except appreciation. (Expletive) them." One day later, Jarrett, a Chicago businesswoman who is one of three co-chairmen of Obama's transition team and was a high-level adviser to his presidential campaign, made it known that she was not interested in the seat. And, on Nov. 15, Obama announced that Jarrett would be a senior White House adviser and assistant for intergovernmental relations. Obama has maintained a cordial but distant relationship with Blagojevich during the governor's tenure. He supported his fellow Democrat for re-election in 2006, even though the governor backed someone else over Obama in the U.S. Senate Democratic primary race in 2004. Obama has said little about the many misconduct allegations that have piled up against Blagojevich, and he has complimented Blagojevich for running "a sound administration" with "the right priorities." Obama's circle of major Illinois political allies and supporters is largely separate from Blagojevich's, with two major exceptions. Both Obama and Blagojevich got extensive money and support from Chicago businessman Antoin "Tony" Rezko, who is now under federal indictment. And Obama is close to Illinois Senate President Emil Jones, who has been the governor's staunchest legislative ally. At least one top aide to Obama, Michael Strautmanis, previously worked for Blagojevich. Obama has appointed Strautmanis to serve as White House chief of staff to the presidential assistant for intergovernmental relations and public liaison. The Chicago native was legislative director and counsel to Blagojevich when the governor was a member of Congress and then helped Blagojevich win the governorship in 2002. There is no indication that Strautmanis is involved in the case. More details on the case could be forthcoming. Court documents say they don't include all calls dealing with the governor's efforts regarding the Senate seat appointment. And many people in the documents are referred to by aliases; there's little doubt their identities will eventually surface. In Chicago, Obama largely kept a low profile as word of Blagojevich's arrest spread. He went to a gym to work out as he does most mornings but canceled a previously scheduled FBI briefing and, instead, headed to his transition office next door to the federal courthouse. He stayed there and mostly out of sight until a midday meeting with former Vice President Al Gore on environmental and energy issues. That was supposed to be the news of the day out of the Obama office but the president-elect found himself peppered with questions about Blagojevich when reporters entered the Gore meeting for a photo op. "Like the rest of the people of Illinois I am saddened and sobered by the news that came out of the U.S. attorney's office today. But as this is an ongoing investigation involving the governor, I don't think it would be appropriate for me to comment on the issue at this time," Obama saidand then he said he wasn't aware of Blagojevich's maneuvering. Robert Gibbs, an Obama spokesman, said: "We did not know about this recent part of the investigation until today." In court documents, FBI Special Agent Daniel Cain detailed several phone calls between Blagojevich and his aides that were intercepted on court-authorized wiretaps over the past month. Blagojevich is accused of conspiring to sell or trade the vacant Senate seat for personal benefits for himself and his wife, Patti. A South Korean news agency has reported that the two adults were both South Korean nationals and the country's consulate general in Los Angeles said it had been informed of the incident.A postman said he had delivered a Korean-language newspaper to the house shortly before it was struck by the plane.The pilot, who was preparing to land at the Marine Corps Air Station in Miramar, managed to eject just before the crash and landed in a tree.A former military instructor who saw the incident said the pilot appeared shaken but unharmed, and had told him the plane suffered a mechanical failure.When he first noticed the plane, there was little to suggest it was about to meet disaster."There was no overt indication of any kind of catastrophic failure," he said. STOCKHOLM, Dec. 8 (AP) - (Kyodo)(EDS: UPDATING) Japanese laureates gave lectures at the Nobel Lectures 2008 event held at Stockholm University on Monday, prior to an award ceremony scheduled for Wednesday. Makoto Kobayashi, 64, professor emeritus at the High Energy Accelerator Research Organization based in Tsukuba, Ibaraki Prefecture, delivered a lecture titled "CP Violation and Flavor Mixing." He won the 2008 Nobel Prize in physics along with Toshihide Masukawa, 68, professor emeritus at Kyoto University, and Yoichiro Nambu, 87, a Tokyo-born U.S. scientist and professor emeritus at the University of Chicago. Kobayashi and Masukawa won acclaim "for the discovery of the origin of the broken symmetry which predicts the existence of at least three families of quarks in nature." Death toll from Pakistan car bombing rises to 29
PESHAWAR, Pakistan (AP) - The death toll from an overnight car bombing rose to 29 in northwest Pakistan, unnerving a region already dangerously on edge following the attacks on India's commercial capital, police and doctors said Saturday. About 100 people were also wounded Friday when the bomb went off near Peshawar's famed Storytellers Bazaar, wrecking a Shiite Muslim mosque and a hotel and setting a string of vehicles and shops ablaze, said Mohammed Khan, a local police official. Television footage showed survivors frantically carrying bloodied victims through the rubble to private cars and ambulances as fire crews sought to douse the flames. Neither the motive nor the culprits behind the blast were clear. But provincial government chief Haider Khan Hoti said "external forces" could be to blamea comment understood in Pakistan to mean India. Sahib Khan, a doctor at a main hospital said Saturday that they received 20 bodies after the blast, while another nine injured died overnight. He said some of the injured were still in critical condition. Further adding to the tension, a suspected U.S. missile strike reportedly killed three people in a stronghold of the Taliban and al-Qaida near the border with Afghanistan. Escalating violence is destabilizing Pakistan's northwest just as the country faces accusations from archrival India that the gunmen behind the carnage in Mumbai last week were trained in Pakistan and steered by militants based there. The provincial police chief, Malik Naveed Khan, said the bomb seemed to contain chemicals designed to spread fire. Pakistan and the United States have stepped up operations against Taliban and al-Qaida strongholds in the northwest to curb mounting attacks launched from there on targets in Afghanistan and Pakistan. There have been more than 30 suspected U.S. missile strikes since August, including one on Friday in the North Waziristan region, part of Pakistan's wild tribal belt viewed as possible hiding place for Osama bin Laden. Three Pakistani intelligence officials told The Associated Press that one missile hit a house in the village of Khushali Turikhel and another landed in a field. The officials, who cited reports from agents and informants in the area, said three people were killed and two others injured, however the identity of the victims was not known. The officials spoke on condition of anonymity because they are not authorized to speak on the record to media. The missiles are apparently fired from drone aircraft that take off from Afghanistan. U.S. officials rarely confirm or deny responsibility though American leaders have said the attacks have killed several militant leaders this year. CHICAGO, Dec. 3 /PRNewswire-USNewswire/ -- The American College of Surgeons (ACS) today recognized the Institute of Medicine (IOM) for its committee report on resident duty hours that was released on December 2, 2008, by the IOM Committee on Optimizing Graduate Medical Trainee (Resident) Hours and Work Schedules to Improve Patient Safety. ACS agrees with the IOM in its conclusion that further reductions in the mandated 80-hour work week (averaged over four weeks) are not advisable. The ACS firmly believes that these work hours are important to provide surgical residents with the depth and variety of educational experiences that are essential for physicians to become competent surgeons. However, the College is concerned that the IOM recommendation regarding 16-hour shifts could compromise the education of the residents and possibly affect the continuity of patient care that is essential to ensuring that all surgical patients receive safe, effective, and high-quality care before, during, and after surgical procedures. Thoughtful consideration must be given to all of the factors that have an impact on the surgical patient throughout the surgical experience. In addition, the ACS is concerned that moving to a 16-hour shift structure and lessening each resident's work load could exacerbate an already looming and serious surgeon shortage in the United States. While the ACS concurs with the IOM recommendation that additional staff be hired in order to ensure patient safety, serious attention should be paid to current workforce challenges in addition to those possibly created by the IOM recommendations. Yen's effective rate sets new high in Nov.+
TOKYO, Dec. 2 (AP) - (Kyodo)The yen's effective exchange rate rose 22.5 points on a nominal basis in November over the previous month to an all-time high of 364.8, testifying that the Japanese currency appreciated against other major currencies in the month, according to data released by the Bank of Japan on Tuesday. The effective rate shows the yen's trade-weighted value against 15 major currencies, such as the U.S. dollar, the euro and the Chinese yuan, and is said to represent its value more accurately than its foreign exchange rate vis-a-vis each of the currencies. In November, interest rates were lowered in the United States and Europe amid the global financial crisis, stimulating purchases of the yen against other currencies, analysts said. The previous record high of the yen's effective rate was 360.4 set in April 1995 when the yen appreciated to an all-time high of 79.75 against the dollar. The yen mostly moved in the 95 yen to 100 yen range during November. The BOJ also said the real-term effective exchange rate of the yen, adjusted for price changes, stood at 117.2 in November, much lower that its record high of 165.5 in April 1995. The finding reflects persistent price rises in major countries during long-lasting deflation in Japan, the analysts said.

India and Pakistan, both armed with nuclear weapons, have fought three wars and nearly came to a fourth over a previous attack on Indian soil, and there have been fears the latest bloodshed could deepen tensions between them. "We are not saying that it is sponsored by the Pakistan government," Shakeel Ahmad told the BBC, adding that Pakistani soil was nevertheless being used for "anti-India" activities. "The terrorists who have been killed in these encounters in Mumbai in the last few days were of Pakistani origin," he said. Earlier, India announced it would increase security in the country and on its borders to a "war level". In response to a string of public accusations from Delhi, officials in Islamabad said troops could be moved to the Indian border if relations continue to deteriorate. "Our intelligence will be increased to a war level, we are asking the state governments to increase security to a war level," Sriprakash Jaiswal, India's minister for state for home affairs, told Reuters. "They can say what they want, but we have no doubt that the terrorists had come from Pakistan," Mr Jaiswal said. Amid accusations that a series of failings allowed the attackers Federal Home Minister Shivraj Patil submitted his resignation, India's ruling Congress party coalition said on Sunday. Finance Minister Palaniappan Chidambaram was appointed to take over Patil's job and Prime Minister Manmohan Singh will take over the finance portfolio for now, the government said. Indian TV reported that National Security Adviser M.K. Narayanan had also resigned. India has already boosted coastal security with the Indian Navy and the coast guard carrying out coordination patrols. The Mumbai attackers are said to have come to the city by sea from the Pakistani port of Karachi, according to security officials. The Lashkar-e-Taiba a Pakistan-based group that has been blamed for previous attacks in India has been identified by the Indian authorities as responsible for the massacres which left at least 174 people dead. Indian commandos said the attackers had demonstrated professional techniques, firing in short bursts, setting traps and even stocking up with almonds and dried fruit to keep their energy up during the fighting. Commandos brought 300 survivors out of the five-star Taj Mahal Palace hotel, where the siege ended early yesterday. Some 250 others were rescued from the Oberoi-Trident hotel and 60 people were brought out of the Jewish centre. Those rescued included a British couple who were among a group of six people who hid for six hours in a toilet cubicle at the Taj Mahal Palace hotel. At one stage, the terrorists searched the darkened area with a torch but did not see or hear them huddled together. The Pakistani Government yesterday denied involvement in the terror plot and has promised to help in the investigation. Asif Ali Zardari, the President, pledged to act swiftly if given any evidence of involvement by Pakistani nationals. "As president of Pakistan, if any evidence comes of any individual or group in any part of my country, I shall take the swiftest of action in the light of evidence and in front of the world," he said. A team of British police and security officers is also in Mumbai to help with the inquiry, along with American FBI agents. Gordon Brown said yesterday that the attack had raised "huge questions" about how the world should address violent extremism. Speaking in London, the Prime Minister said: "A great multi-faithed democracy has been laid low by terrorists. It raises huge questions about how the world addresses violent extremism." Fires, explosions and gun battles during the siege devastated the 105-year-old Taj Mahal Palace hotel. At the height of fighting, hundreds of people, many of them Westerners, were trapped or taken hostage. Television pictures of a satellite telephone captured from a terrorist appeared to show a constant stream of calls to Pakistan during the operation. Officials also said they had traced the group's route from recorded GPS co-ordinates on the devices. The group sent eight operatives on a reconnaissance mission to Mumbai earlier this year, Indian officials have claimed. Security officials, Scotland Yard and diplomats in Britain played down reports yesterday of a British link to the terror plot. A spokesman for the Foreign Office said: "We have been speaking to the Indian authorities at a high level and they say there is no evidence that any of the attackers are British."

SYMPATHETIC AND PARASYMPATHETIC NERVOUS SYSTEM IMPROVED WITH DENTAL APNEA DEVICE
United States of America (Press Release) November 30, 2008 -- It is well known that there is increased sympathetic nervous system (SNS) activity as measures by blood levels of catecholamine or heart rate variability. Another study in the same Volume of Sleep "EFFECT OF TREATMENT WITH MANDIBULAR DEVICE (MAD) ON AUTONOMIC NERVOUS SYSTEM ACTIVITY AS MEASURED BY HEART RATE VARIABILITY." that was done under an NIH NICDR grant number DE016772 showed that oral appliances had the same positive effects on heart rate variability as CPAP. Mandibular advancement devices have the same positive effects as CPAP on the sympathetic nervous system and the parasympathetic nervous system, this fact supports the continued use of oral appliances as an important alternative to CPAP. This study was done by Popovic D, Johnson R, Morgan T, Westbrook P, and Levendowski D, Berka C at Advanced Brain Monitoring Center at Scripps Memorial Hospital.
This is an extremely important study as it proves again that oral appliances have effects similar to CPAP. CPAP is still considered the Gold Standard for sleep apnea treatment but far fewer than half of patients prescribed CPAP actually use it. Other studies have shown that even among users of CPAP most wear it only4-5 hours/day not the recommended 7 1/2 -8 hours /day

Patients complaining of excessive daytime sleepiness should not rule out sleep apnea as a cause after a single sleep study with and AHI under 5. This study by Carlile J and Carlile N is important if widely overlooked. They found that 48% of patients who had complaints of daytime sleepiness and original sleep studies that showed the absence of sleep apnea actually had sleep apnea when retested.
They concluded that patients should not be told they do not have sleep apnea after a single study if they have daytime sleepiness. The false negative rate of the first study based solely on second study information is enormous.
This is startling news when one considers the dangers of sleep apnea. There is a six-fold increase in heart attacks and strokes and many conditions like diabetes worsen with untreated apnea. MVA also have a 600% increase with patients with untreated apnea having slower reaction times than patients who are legally drunk. The authors found no criteria that allowed them to discriminate between the patients who had AHI>=5 and those that did not.
